The ‘Highway Hound’ Who Found a Home: How a Construction Crew and a Fried Chicken Feast Saved a Stray Terrier

In a heartwarming display of community kindness, a scruffy, black-and-white terrier has finally traded the dangerous medians of the Baltimore-Washington Parkway for a cozy sofa in Ellicott City.

The story of the dog now named Susan Badger began in January, when she first appeared at a Maryland construction site. Small, quick, and collarless, she spent over two months outsmarting animal control officers and dodging heavy traffic. But while she wouldn't let humans get close, she found a group of unlikely guardians in the local construction crew.

Moved by the little dog’s plight, the workers became her unofficial caretakers. They shared their lunches—tossing her pieces of sandwiches and doughnuts—and even used their construction materials to build her a custom, insulated den. Complete with a blanket, a bed, and an orange dinner plate, the hut provided Susan a lifeline through a winter storm that dumped nearly nine inches of snow on the region.

The "Highway Hound’s" luck turned in late March when motorist Rob Mark spotted her along the road and alerted a local Facebook rescue group. Donna Darling, a seasoned rescuer, and Lexy Sweno from Anne Arundel County Animal Services finally ended Susan’s run by luring her into a humane trap with a secret weapon: Royal Farms fried chicken.

Though Susan was initially fearful—expressing her nerves with adorable, pig-like grunts—she quickly melted into a snuggly companion. In a perfect full-circle moment, she was officially adopted last Saturday by Rob Mark, the very driver whose tip led to her rescue.

Today, Susan Badger’s days of dodging cars are over. Instead, she spends her time enjoying turkey treats and gently headbutting her new family for ear scratches. As for her hand-built construction site den? It’s being donated to help rescue feral cats, ensuring the workers' kindness continues to pay it forward.
